Shader Nanotech Effect (Blender 2.8+)
Using procedural materials, any object can be formed using liquid nanotech. This effect works in realtime in the Eevee render engine, but it also works in Cycles as well. To control the effect, animate the object "Control Empty" because the effect works according to the proximity from that object.
Please keep in mind that the armor suit is only meant to demonstrate the effect and that only the front half of it is modeled.
